I handle my iPhone photos exactly the same way as you do and I just had this same issue and figured it out. If you go to "Settings" "iCloud" "Photos" and then disable "iCloud Photo Album (Beta)" it should let you bulk delete the pictures from your phone. You may have to unplug and plug back in. This fixed it for me and hopefully it is the cause for you, too, so you can disable it and have your bulk delete functionality back.

i have a lot of pics on my phone and I just needed to delete like 300 of them but I have to select them one by one.. I use to just load all the pics onto a folder and then from the iphone I would highlight the photos in the iphone folder and delete them but now it says do not have permission to delete photos.. So I need to know how to give it permission to delete photos off the iphone from the computer.

This worked on Windows 7 and is very useful if you want to delete a lot of pictures at once. alternative method:

plug iphone into pc

open windows explorer and right click on iphone in the navigation pane and select 'Import pictures and videos'

Click Import settings in the Import Pictures and Videos dialog box.

check the box for 'Always erase from device after importing' and click OK

The import will restart and once all the files are imported it will delete the from the iphonr
